Port preliminaries tomorrow for mayor, two council seats

NEWBURYPORT -- Voters head to the polls tomorrow to narrow down the field of candidates running for mayor and two ward seats on the City Council.

Four people are seeking the city's highest elected office, but only two will make it past the preliminary election. The same goes for the four people hoping to gain election to the city council in Ward 6 and and three in Ward 1.

The two people in each race who receive the highest number of votes will go on to compete in the general election on Nov. 4. On that day, voters will elect a mayor, 11 city councilors, and three School Committee members.

Throughout the city tomorrow, voters in all wards will be asked to choose one person that they would like to see become the city's mayor.

The options are incumbent Mayor Alan Lavender, and his challengers School Committee member Mary Anne Clancy, city activist Robert Kelleher and City Council President Bert Reed.

In wards 1 and 6, voters will have a little more at stake in the preliminary.

In Ward 1, voters will also choose one of three individuals who they would like to see representing their neighborhood on the City Council. Their options are incumbent Councilor David McFarlane, Michael Ferrick and Jeremy Gillis.

In Ward 6, voters will make a decision about who they would like to see representing them on the council next year. Ward 6 voters will choose from four individuals none of whom is the incumbent.

They are Thomas Farrell, Patrick Herndon, Steven Hutcheson, Michelle Robbins.

Current Ward 6 Councilor Thomas O'Brien has decided instead to run for one of the five at-large seats on the council.

All polls will open at 7 a.m. and close at 8 p.m. Polling places vary depending on the ward in which a resident resides.

The voting locations follow:

Ward 1P: Parker River National Wildlife Refuge Headquarters, 261 Northern Blvd., Plum Island;

Ward 1: People's United Methodist Church, 64 Purchase St.;

Ward 2: Brown School, 40 Milk St.;

Wards 3 and 4: Hope Community Church, 11 Hale St.;

Wards 5 and 6: Bresnahan School, 333 High St.

Ward boundaries changed slightly about two years ago. An up-to-date outline of individual wards is available at the City Clerk's office in City Hall. A color-coded map that details ward boundaries is also on the city's website.

To view the city's official ward map on-line log on to the city's new website www.nbpt.us or www.cityofnewburyport.com and click on the "city systems" button for a pull-down menu. Then select "GIS system."

Once the city map appears on the GIS site, choose the "view layer" icon at the bottom of the screen. Scroll down the menu that appears on the left and click on "wards." Then click on the "refresh map" box at the bottom of the scroll down menu.

As of 2002 ward lines are as follows:

WARD 1P (Plum Island): Beginning at Plum Island Point and running westerly along the Newbury town line to the intersection of the Newbury town line and Plum Island Turnpike.

WARD 1: The intersection of the Newbury town line and Plum Island Turnpike and running westerly along the Newbury town line to the intersection of the Newbury town line and High Street, northerly along the center line of High Street to Bromfield Street, northerly along the center line of Bromfield Street to Milk Street, westerly along the center line of Milk Street to Lime Street, northerly along the center line of Lime Street to Water Street, westerly along the center line of Water Street to Ship Street, northerly along Ship Street extended to the Merrimack River boundary. WARD 2: The center line of Ship Street extended southerly from the Merrimack River to Water Street, easterly along the center line of Water Street to Lime Street, southerly along the center of Lime Street to Milk~ Street, easterly along the center line of Milk Street to Bromfield Street, southerly along the center line of Bromfield Street to High Street, easterly along the center line of High Street to the Newbury line and continuing southwesterly along the Newbury line to Newburyport Turnpike, northerly along the center line of Newburyport Turnpike to Cherry Street, northerly along center of Cherry Street to Hill Street, northerly along the center of Hill Street to Pond Street, easterly along the center of Pond Street to High Street, westerly along High Street to Park Street, northerly along the center line of Park Street to Harris Street, westerly along the center line of Harris Street to Green Street, northerly along the center line of Green Street extended to the Merrimack River boundary.

WARD 3: The center line of Green Street extended from the Merrimack River boundary in a southerly direction to Harris Street, easterly along the center line of Harris Street to Park Street, southerly along Park Street to High Street, easterly along the center line of High Street to Pond Street, westerly along the center line of Pond Street to Hill Street, southerly along the center line of Hill Street to Cherry Street, southerly along center line of Cherry Street to Newburyport Turnpike, southerly along center line of Newburyport Turnpike to Newbury town line, southwesterly along the Newbury line to the West Newbury line, northerly along the West Newbury line to Plummer Spring Road, northerly along the center line of Plummer Spring Road, continuing easterly along the center line of Hale Street to Toppans Lane, continuing easterly along the center line of Toppans Lane to High Street, easterly along the center line of High Street to Carter Street, northerly along the center line of Carter Street to Merrimac Street, westerly along the center line of Merrimac Street to Sally Snyder Way, northerly along the center line of Sally Snyder Way extended to the Merrimack River boundary.

WARD 4: The center line of Sally Snyder Way extended from the Merrimack River boundary to Merrimac Street, easterly along the center line of Merrimac Street to Carter Street, southerly along the center line of Carter Street to High Street, westerly along the center line of High Street to Toppans Lane, southerly along center line of Toppans Lane to Low Street, westerly along the center line of Low Street to North Atkinson Street, northerly along the center line of North Atkinson Street to High Street, westerly along High Street to Jefferson Street, northerly along the center line of Jefferson Street to the Merrimack River Boundary.

WARD 5: The center line of Jefferson Street extended from the Merrimack River boundary to High Street, easterly along the center line of High Street to North Atkinson Street, southerly along the center line of North Atkinson Street to Low Street, easterly along the center line of Low Street to Hale Street, easterly along the center line of Hale Street to Turkey Hill Road, northerly along the center line of Turkey Hill Road to Storey Avenue, northeasterly along the center line of Storey Avenue to Moseley Avenue, northwesterly along center line of Moseley Avenue to Chase Street, northerly along the center line of Chase Street to Moulton Street, northerly along the center line of Moulton Street to Merrimac Street, westerly along the center line of Merrimac Street to Spofford Street, northerly along the center line of Spofford Street to Merrimack River boundary.

WARD 6: The southwest side of Merrimac Street from Plummer Avenue to Spofford Street. Merrimac Street, easterly along the center line of Merrimac Street to Plummer Avenue, southerly along the center line of Plummer Avenue to High Street. Westerly along the center line of High Street to Storey Avenue, westerly along the center line of Storey Avenue to Turkey Hill Road, southerly along the center line of Turkey Hill Road to Plummer Spring Road, westerly along the center line of Plummer Spring Road to the Artichoke Reservoir/River at the West Newbury Line, continuing northerly along the West Newbury Line to the Merrimack River, easterly along the Merrimack River to Spofford Street.
